Winning Phase II SBIRs in the Pacific Fleet
NAVSEA and NAVWAR are aggressively shifting SBIR/STTR focus toward dual-use software and JADC2 integration. If your pitch doesn't explicitly map to current Program Executive Office (PEO) priorities, you are wasting your evaluator's time.
The Shift from Hardware to Software
Historically, Navy SBIRs heavily favored hardware prototypes—composites, sensors, physical autonomy. While these still exist, the overwhelming growth area is in data integration, AI/ML for predictive maintenance, and secure communications. The mandate is clear: connect disparate sensors to shooters faster.
Key Mandates for 2024 proposals:
- JADC2 Alignment: Joint All-Domain Command and Control is not a buzzword; it's a requirement. Explain exactly how your data output formats integrate with existing Navy data fabrics (e.g., Overmatch Software Armory).
- Open Systems Architecture (OSA): Proprietary black boxes are dead on arrival. You must demonstrate modularity.
- Dual-Use Viability: The DoD wants to know you can survive without them. Provide concrete evidence of commercial traction to de-risk their investment.
Surviving DCAA Compliance
Winning a Phase I ($150k-$250k) is relatively straightforward. Winning and executing a Phase II ($1M-$1.5M) requires mature accounting systems. Too many San Diego startups win a Phase II and then fail their DCAA (Defense Contract Audit Agency) pre-award survey.

Transitioning to Phase III
Phase III is where the real money is—sole-source follow-on contracts funded by production dollars, not R&D dollars. To reach Phase III, you must identify a Transition Sponsor (a PEO or specific program office) during your Phase II. Never build in a vacuum. Demand monthly meetings with your Technical Point of Contact (TPOC) and ask them directly: "Whose budget will buy this when it works?"
